No, the water will do one of several things, either brown it, or poach it, or whatever but in order to get fried chicken you have to use oil...If you cook chicken in a frying pan with no frying oil, just the water from the chicken, is it still?
No it is not considered fried, it is considered steaming it and it will cook.
if u cook it with no oil and just the water its healthierr just not as flavorful and im pretty sure it still
